DC office condoles death of staff
Tezu, Aug 17: The Officers and staff of Deputy Commissioner’s Office, Tezu assembled today in the Office premises to condole the sudden and untimely demise of Konteso Yun, a dak runner of EAC Office, Wakro. Two minute silence was observed to pray for eternal peace of the departed soul and to bestow strength to the family members to bear the irreparable loss.
Konteso Yun started his service life as a dak runner in the year 1998. He is survived by his wife, a son and two daughters.

ITANAGAR, Aug 17: Upper Siang Women Welfare Society today gave 15 days ultimatum to Education Minister and the concern authority for posting six regular subject teachers at Government Higher Secondary School Yingkiong.

ARPA reiterates demand
ITANAGAR, Aug 17: Arunachal Registered Pharmacists Association (ARPA) has reiterated its demand to implement the revised pay structure of the common category posts of Pharmacists cadre as per the Fast Track Committee recommendation.
The association has also been demanding for uniform rental of Pharmacy/drug licence (Rental and wholesale) in the state with immediate effect keeping in view the rising price of all essential commodities.
AVP organizes free medical camps
ITANAGAR, Aug 17: Arunachal Vikas Parishad (AVP) conducted a free medical camp at Gensi Primary Health Centre on August 11.
Over 365 patients were benefitted from the camp. People from Garu and Siberite areas have also availed the facility.

ITANAGAR, Aug 17: All Papum Pare District Students’ Union (APPDSU) president Nabam John has lodged a complaint with Doimukh Police against four persons for allegedly forging documents and dragging his name into controversy unnecessarily thus misleading public and defaming the union’s name.
Clarifying his stand on the issue raised in a news item, the APPDSU president, in a release, said that he was just offered the post of chairperson of school management committee of Govt Middle school, Balapu, which he out rightly rejected.
Further, he clarified that he did not attend the school management committee (SMC) meeting as a president of APPDSU. But he attended the meet as a guardian of the students.
“Moreover, my visit to my native village is a purely personal matter,” he said.

PASIGHAT, Aug 17: Education and Library Minister Bosiram Siram accompanied by the DDSE Tani Talom, other local officers and leaders today paid maiden visit to the State’s oldest library, the District Library, Pasighat established in 1957 to take stock of the developments.
While inspecting the library, the minister urged the library personnel to guide, encourage and involve more and more school students in the extra learning practices by providing essential resources.

Tuki inspects damaged roads, bridge
ITANAGAR, Aug 17: PWD and UD Minister Nabam Tuki today inspected the Bailey bridge at Leki village on NH 52 A.
A portion of the road was washed away by heavy rains on August 4 and 5 night. Although the road was restored by the evening on August 5 it was constantly threatened by incessant rains triggering flood.
Appreciating the engineers, Tuki asked them to take the restoration work of all the damaged roads, including the sector roads, on war footing.

DASU demands NOC for construction of Dibang bridge
ITANAGAR, Aug 17: A delegation of Dibang Adi Students’ Union (DASU) led by its president Nun Pertin today called on Lower Dibang Valley deputy commissioner Garima Gupta at her office chamber and submitted a memorandum demanding to issue no objection certificate (NOC) to Navayuga Engineering Company (NEC) for construction of the Dibang bridge.
While criticizing the authority for not issuing NOC to NEC, which has already obtained the land possession certificate, DASU said that the bridge, if constructed, would connect not only Dambuk but entire Lower Dibang Valley district.
The union threatened to launch democratic movement if its demands were not met within 10 days.

The Deputy Commissioner noted that the NOC could not be issued till date due to some lacunae in the proposals. The land in which these structures are proposed to be constructed falls near the Reserve Forest Area and hence a clarification from the Forest is required as to whether the Forest norms are violated or not by the construction of such hazardous and pollution causing structures in view of the recent guidelines and Supreme Court judgements. Since no reply is forthcoming from the District Forest Authorities and therefore Deputy Commissioner has decided to take up the matter with the Principal Chief Conservator of Forest, Itanagar for further clarification on the issue.
Also, it was pointed out by the Deputy Commissioner that the area for which the NOC is sought is 7 hectares. The office of the Deputy Commissioner is in receipt of complains from the members of the public that out of this 7 hectares , only 5 hectares is allotted in the name of the owner against whom the LPC is issued. The remaining 2 hectares is in the name of an organization and was allotted against some other purpose. The office of the Deputy Commissioner also wants to look into this matter by employing the staff of Land Management department. It was observed that once these issues are clarified, the No Objection Certificate can be issued immediately.
Diarrhoea, dysentery outbreak in Anjaw
ITANAGAR, Aug 17: Outbreak diarrhoea and dysentery was reported from some remote villages under Manchal, Hawai and Chaglagam circles of Anjaw district. However, no death case have been reported from anywhere so far.
The District Health Society, Hayuliang along with district administration are supervising and constantly monitoring the situation and taking all preventive and controlling measures. Medical team comprising medical officers and paramedical staffs are camping in those villages to contain the diseases. Some of the medical team members are also conducting door to door campaign to create awareness among the villagers.
Dr. S. Chai Pul, DRCHO, Anjaw reported that at Manchal 27 cases of diarrhoea, 7 cases of dysentery and 4 cases of diarrhoeal dehydration have been registered and patients are being treated at the camp. According to Dr. Pul, all the patients are recovering well.
ANSU calls for lifting ban on land allotment in capital
ITANAGAR, Aug 17: All Nyishi Students Union (ANSU) has called on deputy commissioner capital complex and director of land management government of Arunachal Pradesh to review the land allotment process in state capital which has not been continued since last two years.
In a release ANSU questioned on what basis director of land management has stopped land allotment process without any valid reason in capital complex. “Instead of stopping the issuing land allotment they should have continued by adopting proper policy because land is one of tangible sources of revenue for state government and securities measures for the landowners. Maximum land conflicts arise among people in state capital because of having no land allotment certificates and that is reason why more than one person are claiming or fighting over one plot of land,” ANSU stated.
In this connection ANSU urged Director of land management to immediately review or lift ban on land allotment process in capital complex as soon possible.
Poma Bamboo processing unit completes two glorious years

up there. Under the guidance of the Governor Gen JJ Singh, the concept of setting

Gen JJ Singh, with his extensive knowledge and experience of the way in which the potential of bamboo has been exploited by States like Tripura and Nagaland always maintained that Arunachal Pradesh can also develop its bamboo sector on similar vein. Facilitated by Departments of Planning and Environment & Forests, Government of Arunachal Pradesh and being implemented by Arunachal Pradesh Forest Corporation limited, the bamboo processing Center was set up with technical help from Cane and Bamboo Technology Center (CBTC), Guwahati at Poma Village, and inaugurated on August 18, 2009. Today, the centre has completed two years. Within these two years, it has changed the whole area. The project, a brainchild of the Governor has in fact heralded the overall development process, not only in Poma village but the whole area. As upshots of the Project, the area is getting the focus and importance from the entire State. An adventure tourism project is coming to capitalize the scenic beauty and serene natural environment.
The villagers are also implementing another mission-
Concurring with Paul, Center Supervisor Tayum Roma added, during summer and rainy seasons, the bamboos have more water in it therefore quality diminish. We do not procure local bamboos in that period and quality bamboos are not available. It effects the production in those seasons. We have planted quality bamboos and once we start harvesting those, we will have good production throughout the year.
“Now with opening of a showroom cum sale counter at Chimpu on 14th August, we have outlet for other items made by the villagers in their respective houses, such as Nyishi caps, local daos and other home utility articles,” added Poma Village Development Society Chairperson Techi Anna.
It is worth mentioning here that, village women are taking a lot of interest in the Project, who otherwise would have been just busy with daily chores. Now they are preparing themselves towards financial independence in the family itself. It has become a project for ‘empowerment of women’ in true sense.
One of the women beneficiaries aged around 40 years Techi Pede said,” earlier we used to stay at home and pass our time in household works, but with the establishment of the center we have the opportunity to learn and utilize our idle times, making handicrafts items and earn something out of it.”
Now our people has learn the values of our natural resources, especially our bamboos, added Center Supervisor Tayum Roma. We never thought of making such beautiful and important saleable items from simple bamboo. Along with self employment to the villagers, the project has brought huge change in the village in communication with better roads and improved power supply. The village school has also improved in its infrastructure with addition of play equipments. Only problem is the water supply as most of the supply lines are damaged by the recent heavy rain, he lamented, while hoping the concerned department will rectify it very soon.
Anna, who is also the Panchayat leader of the area, informed that today more than fifty families are directly benefited from the project. The center and the village have become a sought after venue for any visiting members of technical and rural development institutions and organizations. Moreover, many training programmes were conducted here including one by State Institute for Rural Development, Industries department on apiculture or the bee keeping. Muskan Welfare Society led by State First Lady provided a weaving center to the village.
The center has always visitors attracted since its inception. Union Home Minister P. Chidambaram to Chief Election Commissioner Navin Chawla, all visited the place. Chidambaram launched the production of bamboo products at Bamboo Processing Centre on 2nd April 2010. British High Commissioner Sir Richard Stagg and Vice Admiral of Eastern Naval Command Anup Singh were some of the many important dignitaries who visited the Center.

This Independence Day seemed to be tumultuous for Pema Khandu, Minister Tourism & WRD, as he had the opportunity to feel the pain and agony of a handful of children at Donyi Polo School for Hearing Impaired in Chimpu who, despite physically challenged could prove themselves to be at par with and even beyond other normal children through their talents.
Established in 1990, the Donyi Polo Rehabilitation Centre was primarily set up for the children who have been suffering from hearing impaired. But now it accommodates the blind children as well. It has a total 91 children from the hearing impaired category and 16 blind children from various parts of the state.
Taking ahead the set Good Samaritan, Pema, a young and energetic minister was touched by the noble and compassionate approach showered towards the needy children and the institution by his late father. The Principal Sharma along with his colleagues and some senior students of the centre were already at the gate for the grand reception. They offered flowers and traditional scarf to Pema and escorted him inside the Rehabilitation institute. Before reaching the main hall, the Principal took the minister to various rooms displaying the creative works of the physically challenged children.
Mesmerized by the skilled work which included paintings, hand woven bags, garments, chairs and so on, Pema finally made out amidst the Angels of God. They greeted the young charismatic minister with their warm smile. Pema introducing himself by writing his name on the blackboard said, “ It was indeed a perfect pilgrimage to this temple of learning on this auspicious day of 65th Independence Day. The dedicated and noble gesture of the teaching staff of the institution impressed me deeply. Children here are definitely quite able and you are in no way behind the normal children. Your quest for learning deeply touched me. I wish I can be with you all again and again."
Visibly the children were very happy when they saw Pema Khandu and discovered that he was the junior Khandu who was carrying forward the legacy of love and affection of his late father towards them. They presented an attractive cultural programme. While the blind children displayed their singing talents with their beautiful voice, the hearing impaired children displayed perfectly synchronized colourful dance.
Principal Sharma while recalling the contribution of Late Dorjee Khandu said, it was due to his compassionate effort that the school has been smoothly functioning and is able to accommodate more and more physically challenged children.
With the promise to visit again and extend all necessary help and assistance to the institution, Pema distributed sweets to the children. He also extended his sincere gratitude to the staff of the institution for providing special care to the needy children. He interacted with them, shared his thoughts and urged them to study hard. Pema was mesmerized by the intelligence of the children and had all praise for them and their teachers. Children in unison requested Pema to come again.
At the end of the day, Pema undeniably had a day out with the angels of god, as after meeting them he shared “How pure, wise and humble they are. ITANAGAR, Aug 17: Bamboosa Library reader activists added vigour and cheer to the Independence Day Celebrations in Lohit, with the presentation of a fiery skit on Sri Aurobindo, marking his 139th Birthday and paying homage to the thousands of martyrs and freedom fighters who raised the voice of Swadeshi spirit in bold defiance of British oppression after the partition of Bengal in 1905.

Taiju stresses on extra-
CHANGLANG, Aug 17: Parliamentary Secretary T. Taiju stressed on extracurricular activities in schools for mental and physical development of students.
Attending the school management committee meeting of GHHS, Changlang yesterday, Taiju said that the students should be encouraged to take part in NCC, Scouts and Guides and other extracurricular activities to keep them physically and mentally fit and also for their personality development.
He emphasized on creating an atmosphere in schools that is conducive for teaching and learning Acknowledging the shortage of school infrastructure and teaching staff in the schools of Changlang district, Taiju said that he would take up with the DC for early release of fund announced by MP Ninong Ering, for constructions of a Auditorium for Govt. Hr, Sec, School, Changlang. Additional fund, if required, could be managed from DoTC and any other source, he said.
P. Khimhun, Parliamentary Secretary, Mineral and Mines, advised the SMC to work in close coordination with teachers, student and parents. He advised SMC that any problem of school should be solved within the school premises. Strict discipline should be maintained to keep the reputation of the school intact, he said and advised the teaching staff discharge their duties properly and sincerely.
Deputy Commissioner cum chairman SMC Opak Gao disclosed that to run a School is more difficult than to run civil administration. Keeping in view the overgrowing population in Changlang and tremendous pressures for admission of children in school, the basic requirements of the schools have already been furnished before the Director of School Education and minister concerned for consideration. He asked DDSE, Changlangto to carefully examine the genuineness on transfer and posting of teachers before sending files to him for approval.
T Ngemu, former minister advised to hold SMC meeting periodically to review the progress and also discuss the problems of school. He asked teachers to inculcate discipline first and keep students busy in creative activities so that they do not get enough time in unproductive activities.
DDSE Nolom Yirang, informed that the proposal under Rasstriya Madhyamik Abhiyan (RMA) have been sent for up gradation of school to cater to the local needs. He appealed parents and public not to misunderstand and interfere in school administration for greater interest of students.

Panchayat leaders express \concern over growing drug users

ROING, Aug 17: Alarmed at the growing number of drug addicts and drug peddlers in Roing town, the Lower Dibang Valley district Panchayat leaders called for an effective campaign strategy to deal with the situation.
In a meeting held today, Anjithe Menjo, Zilla Parishad Member (ZPM) from Iduli appealed all the panchayat leaders to take the onus of spreading awareness on drug abuse at block and village level.
Dibang Anti Drug Campaign Committee (DADCC) was formed to carry out the awareness activities to be headed by District Zilla Chairperson Chiliko Meto.
A decision for formation of block level committee at each block level for coordination with the district committee was taken by the panchayat forum. The block committee would be headed by ASM Chairpersons, the forum decided. It was suggested that advisory board with Deputy Commissioner (DC), District Medical Officer (DMO) and Superintendent of Police (SP) as members also should be constituted for the anti drug campaign committee.
Menjo said most of the drug peddlers were based in Idu dominated areas, though the drug addicts were from different communities like Idu, Adi, Nepali and other non tribal communities. Roing ZPM Namo Lingi called for the panchayat leaders to start the campaign at earliest and to stop conducting only meetings. Kelo Pulu, President, Idu Mishmi Cultural and Literary Society (IMCLS) suggested active participation of Gaon Burahs(GB) and Gram Panchayat Members (GPM) at village level.
Present in the meeting were Roing Anchal Chairrperson Ame Linggi, Koronu Anchal Chairperson Aka Mega, Abali Anchal Chairperson Itang Linggi, Cheta ASM Yashi Menjo, Iduli ASM Apudi Menjo and AIMSU President Malo Linggi.
ROING, Aug 17: The first phase of one day training cum workshop on Continuous and Comprehensive Evaluation (CCE) system for govt. teachers of various schools under Meka Cluster was held at BRC building, Middle School here today. The programme was organized by the office of the Deputy Director of School Education, Lower Dibang Valley.
Tanyang Tatak, DDSE Roing in his address appealed the teaching fraternity of the district to implement the CCE, a new system of evaluation in true spirit as per the provision under RTE. He exhorted the teachers to actively participate in the meeting thereby making it a meaningful and fruitful one. He cautioned that checking on implementation of the CCE will be followed by the school authorities from time to time on regular basis.

SEPPA, Aug 17: The 2nd District level vigilance and monitoring committee (DLVMC) meeting of East Kameng district was held on August 16 at Kameng hall, Seppa. The meeting was presided over by Tope Bam Deputy Commissioner cum member secretary and was attended among other by Tapuk Taku, MLA, Seppi Bagang chairperson Zilla Parishad, HoDs of the line departments, BDOs and Anchal chairpersons. The physical and financial achievement under various RD programmes, PMGSY, total sanitation Campaign and Social Welfare Schemes were thoroughly discussed and reviewed in the meeting.
DC Tope Bam while informing about the composition of the committee said that DLVMC is the highest level meeting in the district in which the members are constituted as per the direction of the Rural Development ministry Govt. of India. He urged the members to be attentive and participative with due sense of responsibility during the meeting paving way for a concrete result. While stressing on the importance of the meeting, he said that many important programmes like PMGSY, total Sanitation campaign, RD programmes and ICDS activities fall under the ambit of this committee and without submission of reports and minutes of the quarterly meeting, the timely flow of fund may not be possible from the ministry. He also said that the members of the committee are delegated with the powers to make a surprise visit and the members shall shortly inspect the important schemes.
In his address, Tapuk Taku MLA said that DLVMC meeting is mandatory and very important platform to make the people aware of the centrally sponsored schemes. He appealed the executing agencies to highlight the achievements. Kego Eshi PD, DRDA presented fund position, physical and financial achievement under RD deptt of East Kameng and also dwelt at length about role and responsibilities of the members of committee. Bandhs are not an answer
In the recent days bandh call has become major headache for the people of Arunachal Pradesh. Despite citizen being upset at frequent bandhs being called by various organizations, the destiny compels us to live with such bandh culture in the state.
Way back in 1998, the Supreme Court had banned the bandh. But the law makers belong
to one political party or others seem to be helpless to ensure effective implementation
of the ban as the political party itself often acts as sponsorer of the bandh. The
best example is the Bharat bandh called last year by non-
Bandh culture is not at all a weapon to force the authorities to act. Bandh is just an extended holiday for the affluent section of the society and a disaster for those who live hand to mouth.
Majority of the people of our country accept the bandh as they are unorganized, helpless and not sure about their fate if they defy the bandh.
In the backward and developing state like Arunachal Pradesh, the bandh culture is a curse for the general people.
The state has no major industries be it in private and Govt sector, nor has it any huge revenue earning source that could be affected by the bandh. The only victims of the bandh are self employed poor and middle class people. The bandh in no way affects the Govt as the people in the helm of affairs are also within the system with secured future.

We the All Tutsa Student Union (ATSU), Changlang district extend gratitude to Home Minister Takar Marde for visiting Tirap and Changlang district to understand the ground realities. The preference offered to citizen of two districts in the recruitment of civil Police is also encouraging to hear. The peace loving people of Changlang and Tirap have suffered a lot in the past because of problems imposed on us from outside. However, positive attitude shown by the new home minister towards citizen of two districts is very pleasing to see. We also appeal to the Home Minister and Police department to have consideration on height and educational qualification for recruitment in police for citizen of two districts.
We the student committee and society as a whole have faith in the state Government and Department of Police that the recruitment will take place in fair means. On the other hand, we the student committee would like to appeal the state Government and Police Department that the first preference should be given to the Arunachalee citizen.

KVK should recruit free and fairly
Dear Editor,
We the unemployed Agriculture graduate would like to appeal to the department concerned to conduct recruitment of various posts under Krishi Vigyan Kendra (KVK) with free and fair devoid of any favouritism to the kiths and kin of politicians and bureaucrats. We also urge them to carry out recruitment at the earliest and declare results as early as possible so that feeling of doubt will be eliminated from the minds of candidates.
With KVK interview being fixed for coming weeks, many students from other states especially from Manipur are flooding in our state. Though we have no ill feeling against them but we urge concern authorities to give preference to local candidates. In fact we have many agri. graduates and it is best that our own graduate if recruited will decrease the unemployment ratio. The KVK is mainly extension based organization and recruitment of local agri graduates will lead to better delivery of extension services in view of diversity in culture and region. The so called graduates of other states will first of all take time in acclimatizing themselves and will be less efficient in delivering the services to the locals though they might be possessing degrees like M. Phil, Ph.D etc.
I just want to remind incident of one Ph. D degree holder of agri science background from another state who knew much about jhum cultivation, but he could barely identify crop species found in jhum field. It is not about how much degree he or she acquires, but it is about how much changes he/she can bring by bringing desirable changes in farmer behavior. Therefore we request the department concerned to give maximum impetus to our own agri graduate who are struggling for job even after completing the degree.
